Vlad Safari's looks like this. The default behavior is "block and notify" for pop ups and this is the notification. The "Show blocked pop-up windows" temporarily appears over the website address, but the window icon remains until clicked. Clicking on that window icon in the address bar opens the pop-up in a new tab. I believe this would be what #731 is asking for.
