Control+P/N shortcuts suddenly stopped working in the address bar

Steps to reproduce:
Press control+P/N for up and down respectively

Expected behavior:
They used to work in the address bar. Control+P goes up and control+N goes down.

Orion/macOS:
0.99107.8-beta Big Sur 11.5.2
