Pop-up window should NOT have vertical tab bar

Steps to reproduce:

In "Settings > Appearance > Show Tab" setting menu, choose "On the Side"
Go to http://www.dummysoftware.com/popupdummy_testpage.html and click button "Safe New Window"
The page opens a Pop-up window, this pop-up window is different from a normal window because it does not have a URL bar (location bar), but it still has the tab bar on the side (see screenshot)

Expected behavior: The pop-up window shows with no URL bar/location bar AND NO vertical tab bar / side bar

Agree, that is very annoying. Ideally, it should always be focus mode with perhaps an invisible title bar or gray one based on user settings.
