Bookmarks not opening in new tab

Steps to reproduce:
In preferences, set "Open bookmarks in new tabs" to enabled. Select bookmark from bookmark bar. Bookmark does not open new tab, it replaces the content of the current tab.

Expected behavior:
The bookmark should load in a new tab

This appears to be happening again in .99-136 beta. All bookmarks are overwriting the current tab
