Opening 2 New Tabs Glitches The Second Tab

Steps to reproduce:

1. Have the setting "When a Link Opens In New Tab, Make It Active" enabled
2. Open a link in a new tab
3. Swipe the location bar to go back to the previous tab
4. Open another link in a new tab
5. Swipe the location bar to go back one tab

Sometimes, when doing step 5, the second tab vanishes.

Expected behavior:
No extra new tab is created and the second tab will show in the tabs menu and will not close
