Bookmark Sync in Progress when iCloud Drive disabled

Steps to reproduce:
On macOS:

1. Open System Preferences
2. Click "Apple ID"
3. Uncheck "iCloud Drive"

In Orion:

1. Orion -> Preferences
2. Click "Sync"
3. Observe "iCloud Drive is currently turned off, enable it to begin sync."
4. Open Bookmarks Menu
5. Observe "Bookmark Sync in Progress"

Expected behavior:
Main Issue:

1. Bookmark Sync in Progress should not show when it's NOT in progress

Secondary Issue:

1. "Sync" checkbox should be unchecked if iCloud Drive is off
