Dragging a link to the + button creates tab in the active window, not the window on which the link was dropped.

Steps to reproduce:

  1. Open two Orion windows, A and B.
  2. In window A, open a web page with links.
  3. Make window A active.
  4. Drag a link from window A and drop it on the + button in window B.

Expected behavior:
A new tab is created in window B with the dropped link.

    Steps to reproduce:
    It's not possible to grab a URL from an open page in the foreground and drop that URL onto the "+" toolbar icon of background window to load that URL in a new tab in that target window.

    Instead a new tab is created in the window I dragged the URL from.

    1. Open 2 sites in separate Orion windows
    2. Drag an in-page URL from one window onto the "+" toolbar button of a background window
    3. The cursor correctly adds the green plus badge, indicating I can drop the URL to create a new tab
    4. Drop the URL while still highlighting the "+" toolbar button of that background window

    Expected behavior:
    A new tab should be created in the target window which then loads the dropped URL.

    Doing the same in Safari will correctly create the new tab in the target window, not the origin, as Orion does.
