Downloading a file to a custom location should not change the default downloads folder

In Safari, Right clicking and choosing "Save linked file as" does not change the default download location.

In Safari:

Download a zip file by clicking on it, putting it in the default location
Downloaded a zip file to a custom location (like the desktop) by right clicking and choosing "Save linked file as"
Downloading the file a third time correctly puts it in the default location (again)

Firefox does not giving you an option to download to a custom location 😉

I am pretty sure there was an ask sometime to remember the location when changed by the user in that dialogue.

Steps to reproduce:
Save as in some location changes the default location (Downloads folder) to that location until you Save as.. in Downloads again

Expected behavior:
Default download location does not get changed

Like many other browsers, the last location used in the "Save As" function should be remembered for future use. I'm experiencing a similar issue while trying to download images via right-click; the system is expected to remember the last location where an image was saved.

In short, we already have the options, at least for the right-click menu.
By default file and image downloads will land within "Downloads". (See "Download Linked File" and "Save Image to 'Downloads'" in the screenshot below.

When specified otherwise, "Save ... As" should retain the information of the last location which is currently not the case with Orion Version 0.99.127.3.2-rc. It will also jump back to the default location "Downloads" that we already have.
