Some strange stuff with scaling going on

Steps to reproduce:

1. Open https://getfedora.org
2. Change scaling to anything lower than 100%
3. Scroll to the bottom
   It seems to use 100% scaling height
   Expected behavior:
   Website scaling properly without using 100% scaling height even if selected scaling is lower

Or

1. Open https://rockylinux.org
2. Change scaling to anything lower than 100%
   Website scaling does not change
   Expected behavior:
   Actual change of page scaling to lower than 100%
