The vertical viewport scrollbar of the action popup is now included inside the action popup since Version 1.1.3 (152.1-rc), WebKit 625.1.8. This aligns with how Firefox renders it's action popups.
However in Version 1.1.3 (152), WebKit 625.1.8, the viewport scrollbar is not calculated as part of the width. This aligns with Safari and Chromium-based browsers.
Ideally for this behaviour to not change. Currently we have to feature-detect the specific browser, we do so by checking if chrome.runtime.getDocumentId exists.
