Calling sidebarAction.open() or sidePanel.open() while sidebar is already open should not re-opens the sidebar

When calling sidebarAction.open() or sidePanel.open() while a sidebar is already open currently re-opens the sidebar.

Other browsers like Google Chrome and Mozilla Firefox do not re-open the panel and .open() is basically a no-op.
