Reopen Last Closed Window doesn't restore tabs

Reopen Last Closed Window menu option does not work as expected.

Reproduce by opening a number of tabs in a window, then close window (accidentally in my case!), then select Reopen Last Closed Window. The tabs are not restored.

Works as expected in Safari.

All previously open tabs should be restored.

Version 1.1.1 (149), WebKit 625.1.8
