Dragging tabs to the right causes you to be unable to create new tabs

Have some tab groups created, you can be in the default tab group
Open a link in a new tab, or create a new tab
With multiple tabs open, attempt to drag one from left to right
The moved tab will replace one of the open tabs, reducing the count by one
No new tabs will be able to be created, either by the new tab function, or by opening links in a new tab

The tab should move to the correct position.
