When I initially switched on bookmarks sync on desktop and phone, I got plenty of weird merges and countless duplicate folders, some of which with different contents.
To clean this up, I had switched off sync on both devices, then tidied up my bookmarks on the Mac, and switched iCloud sync back on on the Mac. To ensure that the now-clean bookmarks would properly sync, I force-synced to iCloud.
I then toggled sync on on the iPhone and force-downloaded all bookmarks. As a result, I got favorites and bookmarks back that I had previously deleted on both devices! Thankfully, I had saved the Mac bookmarks to a file, so I can effectively roll back. This overall experience, though, is sadly very underwhelming. ☹️
Ideally, Orion properly synchronizes any changes via iCloud so all browser instances show at least the same bookmarks (incl. Favorites, Bookmarks Bar, and Bookmarks Menu).
At the very least, I do not expect old "cruft" to remain anywhere on iCloud. That's actually quite concerning…
