When using an Orion PWA app - it seems that closing and re-opening the PWA window is exhibiting very confusing behavior. Attempting to illustrate what I've seen
- Open an Orion PWA web app (meet.google.com setup as an Orion PWA app as an exaample)
- Click the "close X" in the top right of PWA App


Notice that the PWA app did not actually "quite completely" - its still running and not closed
Note: this fact that it doesnt "quit completely is not the really problematic part per say ..... the next part here... is
- Click on the PWA App Icon in the Dock again to Open the Orion PWA app
Expected Behavior
The PWA app window should open again
Actual Behavior
Nothing happens, no PWA app window opens

(very confusing to user) Workarounds
- Click on the PWA App Icon to get focus on it
(note the PWA app window never actually opens for user)
2 Do a "file>New Window" and the PWA app window will open again

Expected Behavior
With an Orion PWA app pinned to Dock - users should be able to Open the PWA App, and close it using the "x" in PWA app window. After closing it they should then be able to reopen that PWA app by clicking it on the dock
Actual Behavior
Once you close a PWA app via the "X" in PWA app window - it will never re-open for user unless they click on it in dock to get focs on the PWA app (which never fully quit the first time it closed) and navigate to File>New Window
Alternitvely the user can do the same workaound and "Quit" the app completely then click on it again in the Dock
Severity/Impact:
End User frustration with PWA app functionaliy in Orion. Users may be operating many PWA apps in their browser and open close them throughout the day - this is a very confusing experience to open/close an Orion PWA app
