Forgive me if I am misunderstanding what you mean in this post, but with the current interface you can already switch between vertical tabs, windows, bookmarks, and reading list from within the sidebar itself.

I do think though that this feature could probably be made clearer.

I am also not quite sure what you mean when you say there is a sidebar icon that appears in the toolbar, but is non-functional; if you could please provide a screenshot, that would be helpful to clarify.
