Downie extension is fully supported in Safari. Presented with an array of video links, one can be selected (right clicked on) and a contextual action (open link in Downie) can be released on that will download the linked video.
In Orion, the "open link in Downie" action is not available. Instead, one is presented with a number of actions to "open current link in Downie..." (not difference between "open link" and "open current link."
The "open current link..." action initiates a download action that includes all of the links in the array instead of the specific link in the array that was selected.

Please note that I cannot provide support for the browser itself, mainly for one I've never used. If it's not working, it's most likely a bug in the browser as mentioned by the browser developers themselves.
Downie uses deep links for passing the link to the app - it loads a downie://XUOpenURL?url=... link within the browser. It's entirely possible that the browser cannot open such links.
From what I can see, entering a link like this prompts me if I want to open it with Downie. When I added it the extension from Firefox store and tried the extension, I got a similar prompt.
My guess is that you've (accidentally?) clicked on Never. I don't know, however, where to reset these settings. Please reach out the the developers or the browser community for more information.

When right clicking on a specific video in an array of videos, I expect to be presented with an action to "open link in Downie," which is to initiate downloading of the selected video.
Instead, I am presented with an action to "open current link in Downie" which initiates downloading of all of the videos present in the array. IOW, the link acts on the URL of the array rather than the URL of the video selected in the array.
