Resizing picture in picture is buggy

Steps to reproduce:
Go to any YouTube video and double right click -> Enter Picture in Picture, and then resize. This is also a bug in Safari, in Firefox picture in picture resizing works correctly.

Expected behavior:
Resizing happens smoothly

Version 0.99.110-beta (WebKit 613.1.12)

Confirmed - the resizing seems to lag, even when the underlying video is paused.

this is done, at least on my computer, very smooth
