“Download” not available in all pages’ share sheets

The share sheet is inconsistent, with the download page button only appearing on some pages.

For me, download appears here:
https://slate.com/news-and-politics/2026/01/ice-recruitment-minneapolis-shooting.html

and does not appear here:
https://getwacup.com/

With the extension SingleFile not yet working, I would definitely love to be able to download pages to keep for later. Is this a bug, or intended behavior?

I expected to be able to attempt to download all webpages I visit.

I do not think it is possible to download entire website currently. You see the download prompt in the first example because the site ends in a known file format - html.

I do not see the ability to download websites in Safari at all for example
