PDF file's names get mangled if they contain UTF-8

If a PDF file is loaded using the PDF.js viewer and the filename contains UTF-8 characters, clicking on the download button saves the file with a managed name (e.g. prefixed UTF-8'' or filename*=UTF-8'').

When I click the downoad button in PDF.js viewer, the resulting filename is sometimes
filename*=UTF-8''MANUAL+DEF_APLI_GEO_REPR_TIERRA-VS__
and sometimes
UTF-8''MANUAL+DEF_APLI_GEO_REPR_TIERRA-VS__

The saved file should have the originally intended name after reversing the coding specified in rfc5987 (e.g. UTF-8 prefix removed and URL decoded).

For example, Brave saves the file from the link above as 'MANUAL+DEF_APLI_GEO_REPR_TIERRA-VS__'.

FYI, I receive a newsletter which contains links to web hosted PDF documents that often contain UTF-8 characters in their filenames. I have to manually rename them each time or copy and paste the link into Brave to save the file with their proper names. Ideally I could just use Orion's builtin feature for this.

P.S.When I disable the PDF.js viewer, the download button in the fallback Preview plugin doesn't seem to work at all.

Also note that this occurs in Orion for Sonoma as well. I posted the aboe from a Mac running Catalina but can reproduce on my Sonoma/M1 system, too.

Last for now, this issue didn't start with Orion 1.0.2 but I have been experiencing it for several versions (though I can't remember the version in which I first noticed it).
