Depending on desktop wallpaper bar may disappear

Good day.
It has been noticed that depending on which desktop wallpaper is selected, the bookmarks bar may disappear. The bookmarks toolbar may vanish, regardless of the wallpaper image's format. It does not happen in Safari.

I would like the bookmark bar, if I selected it in the menu, to be visible regardless of the desktop wallpaper.
