Issue: Can't complete flow to pay invoice

When I have a paper Bay Area Fastrack invoice received in the mail, and go to https://www.bayareafastrak.org, I can't complete the payment flow.
NOTE: this flow is not a signed-in flow even for account holders.
Steps to reproduce
- go to https://www.bayareafastrak.org
- Click "Make a Payment"
- Complete the form to look up the invoice by invoice number and license plate number
- Fill out credit card & address form
- Submit payment
The page seems like it's submitting the payment, but then eventually reloads with the credit card & address filled out, and a warning not to submit the payment again or there might be a double charge.
In Safari when I go through this flow, after submitting the payment, I end up on a landing page confirming the payment was successful and stating that I will receive an email receipt.
