Sometimes on either:
1) sync pull
2) start after a crash (related: #12604)
3) graceful restart
the tabs fetched from icloud via auto sync are duplicated. I often have to kill 3+ duplicates for each tab, which I can have in a range of 20-90 (depending on how many orion has nuked before).
expected this not to happen
