Adding a non-active tab to the Reading List adds the active tab instead

Using vertical tabs but I doubt that's relevant. Doesn't happen in Safari (because it doesn't even have this option):

Be on tab A
Right-click tab B
Choose "Bookmark Tab"
Change from "Favorites" to "Reading List" (the window should still say that you're adding tab B)
Click "Add"
Check the Reading List
It's tab A instead of tab B

I'd expect tab B to be added to the Reading List instead.
