Newly added bookmarks are not added to the bookmarks bar

When I add a new bookmark, it is saved but it does not appear in the bookmarks bar.

When I add a bookmark and select “Bookmarks Bar” as the location, the new bookmark should immediately appear in the bookmarks bar.

I think I’ve know what the issue is. I imported my bookmarks using Safari, but Safari creates a duplicate of the imported folder inside the Bookmarks Bar. As a result, when I update the contents of the original Safari bookmark folder, the version in the Bookmarks Bar doesn’t reflect those changes. That’s what caused the problem I described.
