Chrome.tabs.TAB_ID_NONE is 0 in Orion. Should be -1

In web extensions in other browsers like Chrome, Firefox and Safari, the constant chrome.tabs.TAB_ID_NONE is set to -1. While in Orion this is set to 0. This difference leads to bugs as many developers expect tabId of 0 to be a valid tab id.

For chrome.tabs.TAB_ID_NONE to return -1.
