Page starts scrolled down below header and can't be scrolled to top

When opening a link in a new tab, It will be scrolled down a bit - usually the space a page headline would take up.
E.g. on youtube, the search bar will be cut off.

Most noticably, the scroll bar is also cut off, so I assume it's out of bounds a bit.

I believe this is happening when opening tabs in the background and later looking at those tabs.

Might be related to Full-screening a YouTube video causes the header bar to disappear, but is not limited to youtube.

My experience is similar to OP, and doesn't involve full-screening. If you go to hacker news as the only tab open, and cmd-click any of the external links, the new tab will open and the header bill be occluded by the height of the tab. Says to me that when you go from one tab to another, it doesn't calculate the distance from the top of the tab bar correctly, or something like that.

Able to replicate, I'll have the team look at it. As a workaround, you can toggle Mini Toolbar and that seems to recalculate it and let you see the header.

I'm seeing the same problem when tabs are opened in background with cmd+click and not in full screen, but just reloading the tab works as a workaround for me.
