This might be limited to just Tools > Passwords, I'm not sure. But it's a surefire way to trigger it:
- Customise Toolbar
- Drag a Programmable Button to the Toolbar
- Edit this Programmable Button
- Select Menu Action
- Choose Tools > Passwords
- Save
- Click the Programmable Button in the Toolbar
- Close the Passwords panel that pops up – it will immediately reopen every time you do this
The Menu Action should only trigger once (when the button is clicked) and the Passwords panel should stay close and not immediately reopen.
