Touch ID is never available to me in Orion, in any of the situations where it is available in Safari. I have [Use Touch ID] enabled:
Nevertheless, take a look at this example – here's what I see when I go to unlock 1Password in Orion:
But here's what I see when I go to unlock 1Password in Safari:
This is just one example, not the only one; I am generally not given the opportunity to use Touch ID in Orion. I know it knows how to do it, though, because if I hit "Manage Passwords", I get this (and touching the Touch ID button grants me access):
