Reopening after a force quit makes tab panel non-sticky in full screen

force quit orion while in full screen
reopen
observe that tab menu is hidden unless you hover it. To fix this you have to exit full screen and enter it again

expected it to remain sticky without having to re-enter the fullscreen mode
