Download in one window, open another, observe download indicator gone

Steps to reproduce:

Download a file. Observe that there is the download icon, and there is a badge indicating that there was one downloaded file
Open a new window, normal or private
Observe that there isn't the badge showing a downloaded file.

Expected behavior:
The badge showing a downloaded file should be present in all windows.

Orion, OS version; hardware type:
Device: 2020 13" M1 MacBook Pro
OS: macOS Monterey 12.1 (Build 21C52)
Version 0.99.110-beta (WebKit 613.1.12)

Specifically, this is only the icon state - the menu recognises the downloads exist, just the "badge" is missing.

If you open the second window in advance of the download, the badge appears fine - just seems badge state isn't being synced on new window creation.
