Inconsistent x to close tab

The x shows on the creation of a new tab, but if you go to a different tab, then it will disappear. It reappears on hover though.

Steps to reproduce:

1. Start with an empty window
2. Observe the x is there correctly
3. Open a new tab
4. Observe the x is there correctly
5. Using shortcuts, go back to the first tab (cmd-1)
6. Observe that the x is not there anymore
7. Hover over the first tab that you are currently on
8. Observe that the x appears, and doesn't disappear when you stop hovering over it.

Expected behavior:
The x should either:

• Always be visible for the focused tab, and doesn't ever disapear for the focused tab.
• Only appear while the tab bar is focused
