Downloading PDFs from Arxiv results in corrupt, unusable files. To replicate, view any PDF on Arxiv and try downloading it to Files via the Share button on iOS (copying/pasting also results in a corrupt file). May or may not apply to MacOS. I expect the downloaded PDFs to be functional.

I am able to reproduce this behavior. Downloading a PDF file results in a functional file when done on Safari, but Orion downloads result in a broken file.
