Orion not showing in iCloud Drive

Sync is not working at all between Mac and iPhone. Trying to troubleshoot, but Orion is not showing in iCloud Drive settings on iPhone, so I can't toggle it on and off.

I expected Orion to show in iCloud Drive settings
