New Tabs are created as nested children in Sidebar

New Tabs are created as a nested children under the parent.

Create nested child under a parent
Click nested page
use the + button to create new page
A new nested child appears under the parent

Intended behavior is tab creation below all tabs.

That behavior is caused by Settings → Tabs → Open new tab next to current tab.
If it is enabled, the behavior you described is the intended behavior. If you'd like to have the new tabs always open at the end of the list, please disable that setting.
