Steps to reproduce the issue:
- Create a new Orion profile
- On your start page, right click one of the default favorites (or any other favorite), once the modal opens, just click save.
- Right click your toolbar and select Customize toolbar… or Overflow menu → Customize Menu…
- The toolbar edit popup never appears and Orion is stuck in the edit mode until the profile is relaunched
