No Window controls visible in sidebar

I am seeing no window controls inside the persistent sidebar.

The desired result are visible window controls in the sidebar. as in the temporary sidebar.

Version 0.99.136-rc (WebKit 622.1.15.19.2)

Does this happen in a new profile? Does/did anything trigger it to start being like this?
