Added non-default Content Blocker lists not blocking websites when Orion restarts

Orion+ version 0.99.136-beta on macOS 15.6.1

When a Content Blocker list not present in the default ones is added, websites in this added list aren't blocked when restarting the Orion browser.

To reproduce:

In Settings -- Privacy -- Manage Filter Lists, make sure you only have EasyList selected.
Click on "+" and add a list that isn't already present in the default ones.
Once added, update the filters using the "Update Now" button.
Try to access a blocked website present only in the non-default list that was just added. Notice it is correctly blocked with a message saying the URL was blocked by a content blocker.
Close Orion and immediately reopen it.
Try to access the same website as in step 4.
Result --> The website will be loaded like if it wasn't in any of the content blocker lists.

Websites in non-default content blocker lists should always be blocked, even when the browser was just restarted.

To keep it simple without messing with risky websites, let's reproduce the issue using the "AdGuard Social Media filter" that can be found here: https://filters.adtidy.org/extension/ublock/filters/4.txt

In this filter, "platform.tumblr.com/v1/share" is blocked. After adding the AdGuard filter using "+" and pressing the "Update Now" button, we see the URL is correctly blocked:

Now let's completely close Orion and reopen it. If we then try to access "platform.tumblr.com/v1/share" again, the URL will load like if it wasn't in any content blocker lists:

I just reproduced the issue with another example:

Add the "Adblock Warning Removal List" that can be found here: https://easylist-downloads.adblockplus.org/antiadblockfilters.txt

In this list, "fundingchoicesmessages.google.com" is blocked (to correctly test this, make sure "Fanboy's Annoyances" isn't also enabled from the default lists because I think the URL is also present in that one).

Right after adding the "Adblock Warning Removal List" and updating the filters, the URL is correctly blocked:
