Low Power Mode Banner showing on every tab, breaking loaded tabs and not disappearing upon refresh or new URL

I run into low power mode frequently and find it very annoying that it breaks all my opened tabs and causes a variety of other issues.

Issues experienced after low power mode event:

Tabs greyed out
Low Power mode unloading existing tabs
Banner not disappearing upon user interaction
Pressing dismiss causes refresh (bad if I typed in a URL above before)

I suggest the following solutions:
The banner is supposed to disappear in every tab upon user engagement with dismiss, an entered URL in the address bar or a refresh.

The sites are either to be be left functional or a screenshot is to be taken. I don't want a black Orion window.

Hi, have you tried this in a new profile? Also there's a new Orion release out, are you still seeing these issues on that version?
