Steps to reproduce the issue:
- Create a new Orion profile
- Switch to Vertical tabs
- Add a programmable button to your toolbar
- Switch to Standard tabs
- The Programmable button is gone (N.B. it isn't in the overflow menu either)
- Switch back to Vertical tabs
- The programmable button comes back

The programmable buttons should remain accessible even after changing the tab layout.
