I have just transitioned to Orion, and when setting up my start page I noticed that the toolbar becomes transparent when you have a background image present (except in full-screen mode). Unfortunately, in my case, the image does not have sufficient contrast with the text color, especially in my bookmarks bar. This makes it difficult to see my bookmarks, and just doesn't look too great.
I think the most sensible solution would be to add an option under the appearance section in settings to keep the top bar opaque regardless of whether there is a background image set.
