Steps to reproduce:
- Enable Tab Switcher and set it to switch based on "Tab order in the window"
- Open enough tabs so that when you use the tab switcher, it overflows and there is a scrollbar
- Move the cursor to hover over where one of the tab previews will be when using the tab switcher
- Ctrl + Tab until the switcher needs to scroll
- Note that the selected/focused tab switches to the one under the cursor, instead of the one that has just been scrolled to
Expected behavior:
- Focused tab in the switcher is the one you ctrl+tab to, doesn't get hijacked by the mouse
- Same behaviour as the Cmd+Tab macOS switcher
