Tab groups aren't synching across devices.

Deleting tab groups does not properly sync across devices. I often switch between Mac, iPad(s) and iPhone and this is driving me nuts. Tried the troubleshooting steps but it's just not happening.

Well, just sync. e.g. when I delete a tab group on my Mac, it should sync that to my other devices.

Digging deeper, it's not just the tab groups, but also tabs within groups that aren't synching properly.
