Address bar disappears when switching to private tab view

I started recording right after restarting the browser. I have no extensions installed.

You can also see that the triple dot menu is unresponsive in this state.

I can recover from this state by closing the empty tab.

I should have seen the address bar.

I also should have been able to use the triple dot menu.

Unfortunately I haven't been able to reproduce it either. Please let me know if you find reproduction steps?

I tried reproducing this but had no luck. I also tested various combinations of Orion opens with and New Tabs Open With settings in the General section but those didn't seem to affect anything in terms of reproducing this bug.
