Clicking on reference links in Assistant/Orion opens new tab after all tabs

Clicking on reference links in Assistant opens new tab after all tabs instead of opening a new tab right after the pinned tabs.
I have enabled "Open new tab next to current tab".

Opening a new tab with pinned tabs in focus will also result in the new tab opening at the end of the tab list instead of the beginning.

To clarify, the bug isn't exclusive to the Assistant. Instead, the bug appears to be that tabs are opened at a different location depending on the pinned tab they are opened from. The video below will act as an example, and the summary of the bug is as follows:

Opening links in new tabs when the pinned tab is not the last one on the list causes them to be opened at the end of the tab list.
Opening links in new tabs when in the last pinned tab causes them to be opened at the top of the tab list.
Settings → Tabs → Open new tab next to current tab seems to be completely ignored in this case.
