Can't open extensions pinned to overflow menu

Same as title. Steps to reproduce.

Have an extension that has a popup installed and in the toolbar
Pin the extension to the overflow menu
Notice how once in the overflow menu you can't open the extension popup once in the toolbar

This affects both 0.99.134.1-rc and 0.99.134-beta.

I expected the popup to show even when the extension is in the toolbar.
