IOS Bookmarks and reading list sync spinner stuck

Clean install of Orion on macOS, doing import of Safari bookmarks, reading list, and open windows, and turning on iCloud sync. Then downloading Orion on iPhone, turning on iCloud sync, after a minute or two my bookmarks and reading list appear, but Orion on iOS still shows the syncing spinner and "Bookmark Sync in Progress...", even after multiple restarts and reinstalls. I even tried all the steps outlined in the Sync troubleshooting guide.
Currently after reinstall and complete wipe of browser data on both ends it looks more like a visual bug, as adding a bookmark on desktop directly shows it on iOS after a while.

It wasn’t actually fully functioning. Open tabs from the phone weren’t syncing, except for random 1 or 2 tabs (out of about 20). After trying the sync troubleshooting steps again and reinstalling Orion on iOS, bookmarks no longer sync.
At the top of the iOS version logs, it directly states, "CloudKit: CloudKit > loading pending sync items failed", after enabling the sync.
I also tried deleting iCloud data of Orion, but it didn’t work.
