Reverting a display language change is not correctly applied

Steps to reproduce the issue:

Assuming Orion is set to English
The user goes to settings, changes the language to, say, German but clicks No when Orion asks about relaunching Orion to apply the changes
The user changes the language back to English
The user quits Orion
The user launches Orion
Orion is now in German despite the settings saying English just before the user quits Orion

Expected behavior:
Whatever is the last set language should be the language Orion is launched in.

Orion and macOS versions:

Version 0.99.134-rc (WebKit 622.1.9.19.2)
