When I'm done working on a project, I close all the related tabs by pressing Cmd+W.
The last tab doesn't actually close but is a blank page.
My pinned tabs remain but Cmd+W doesn't close the blank tab so I'm never brought to the last pinned tab.
Like in Firefox, I except Cmd+W to always close the last tab and not keep a new, blank one.
If I have pinned tabs, I expect Cmd+W to bring my to the last pinned tabs (or another pinned ones, depending on the browser navigation settings).
I no pinned tabs, I expect the whole window to close and only Cmd+T / Cmd+N should open a new window with a blank tab.
