When I add an extension such as ARC Toolbox, it creates a tab in the web inspector. This tab usually appears second in the tab bar, after Elements.
If I drag the tab further down the bar, that drag is not reflected in other windows and tabs. It is not reflected in new windows and tabs. It is not remembered if I restart Orion.
In all cases, the tab appears second in the tab bar.

When I reorder the tabs in the web inspector, that change is immediately reflected in all other browser windows and tabs. It is remembered between restarts. Control of the tab order is given to me, not Orion.
